The Problem
Production and transportation in economy are closely related to one another, that's why the prospects of their development should be taken into account.
Because of peculiarities of the Russian economy and specific cargo traffic structure it is necessary to ensure priority development of sea ports. Nowadays there are 41 sea ports operating in Russia, but only 12 of them are able to reload export-import cargoes.
Current and Advanced Projects
Research, design and academic institutes have studied the development of new ports, main railway lines and oil pipelines.
At present, there are several new projects of development of the railway-and-marine transport system in the North-West region, including the developed concept of construction of a deep-water area in Arkhangelsk port.
Concept of Development of Future Cargo Transportations in the North-West Region of Russia
The final goal of the given concept is organization of year-round railway-and-marine travel corridor from Siberia to Western Europe.
When locations for the new ports are to be selected, hydrometeorological and ice conditions, the length of the cargo routes, availability of infrastructure, the need of ice-breaker fleet and environmental safety are of the highest priority. These data analysis allows selecting the location for a future port in Cheshskaya Bay of the Barents Sea.
Concept of Multipurpose Nenetsk Port Construction
To master the estimated cargo volumes, a number of special facilities for marine vessels shall be provided:
1. Coal handling facility.
2. Mineral fertilizers handling facility.
3. Handling facility for metal production and large volumes of dry bulk cargoes.
4. Handling facility for oil products.
5. Handling facility for chemical liquid bulk.
6. Ferry complex.
Scenario of Nenetsk Traffic Center Development
The development of Nenetsk great traffic centre is performed on the two sites:
1. In the region of Cape Mikoulkin it is planned to construct Nenetsk-1 port with six cargo handling facilities.
2. In the region of Cape Bolshoy Rumyanichny it is planned to construct Ne
netsk-2 oil-loading port.
Simultaneously, construction of passenger terminals in these ports and in Indiga port shall be carried out.
The recommended cargo handling facilities will be included into the series of specialized transport-technological systems for shipping of individual types of cargo in correspondence with individual addressees.
Advantages of Multipurpose Nenetsk Port
Conclusions and recommendations
1. Analysis of the state and development of cargo transferring in the North-West region of Russia allows outlining the concept of multipurpose port Nenetsk construction.
2. This concept corresponds to the recommendations of the Council of Federal Agency of Sea and River Transport concerning implementation of measures on development of sea ports and port-related special economic areas.
3. Projects of high-cost construction of railways are required to be widely discussed between railway and sea shipping organizations together with Russian cargo owners.
4. It is advisable to entrust institutes LENMORNIIPROEKT and CNIIMF with validation of construction of the new Nenetsk port. Railway access roads leading to the port may be designed by Lengiprotrans and Uralgiprotrans, the systems of the port oil supply via oil pipeline Haryaga - Indiga may be designed with participation of institute Giprotruboprovod.
